Looks like there is no way one can change the url of a site
though there is an option to change the name of the site.
One way to change the name from sites.google.com/site/oldname to
sites.google.com/site/newname would be by first creating a copy of
your site with the newname and then deleting the site with the oldname
Both these options - of creating a copy (which is what you should do first)
and of deleting the site with the oldname can be done by...
>> logging into your site
>> clicking on 'More actions'
>> clicking on 'General' under 'Site settings'
In 'site settings' first click on 'Copy this Site' and create a copy of your
site with the newname that you want.
Check the new site
Login back to your site with the oldname and navigate to 'General'
under 'Site settings' and click on 'Delete this Site
You now have changed the sites.google.com/site/newurl of your site
